Preliminary Teaching License Application Instructions
STEP 1—Congratulations
Begin the licensing process as soon as you either receive the “Congratulations, you are now eligible to apply for your license…” email from Lewis & Clark licensure staff or you see the Program Completion Report (PCR) from Lewis & Clark in your TSPC eLicensing account under “Documents.”
If you apply for your license before you receive the email or can view the PCR, your license application may be denied by TSPC requiring you to reapply.
- The “Congratulations, you are now eligible to apply for your license…” emails are typically sent no earlier than the first week of July for the elementary program and the second week of July for the secondary program; in early January for fall completers.
- You will receive a separate email from the graduate registrar’s office when your degree posts. This email is NOT the same as the “Congratulations, you are now eligible to apply for your license…” email.
STEP 2—Application to TSPC
Complete an eLicensing application with TSPC, including paying the required fees.
Application Fees
- As of April 2022, the application fees should be $182 for the “Evaluation In State,” $10 for a “Portal Provider Fee,” and $5 for a “Licensure System Fee” for a total charge of $197. Follow the instructions in the red box if the fees appear otherwise.
Background Check
- As part of the application process to TSPC, TSPC staff will conduct a background check including: A Law Enforcement Data Systems (LEDS) check, a National Association of State Directors of Teacher Education and Certification (NASDTEC) Clearinghouse for Educator Discipline check, and, in some circumstances, an internet or social media search.

TSPC Dashboard:
- After logging into your eLicensing account, select “Applications” and, in the upper right-hand corner, select “Submit New Application.”

New License/Registration/Certificate:
- The category of license you are applying for is “Teacher.”

License History Questionnaire:
- Select the “I have either: Held an Oregon Educational License (or) Completed an Oregon-approved Educator Preparation Program…” box.

If you have completed the TSPC clinical practice registration and background check within 3-years of the application, select “Add a License” and fill in the required information selecting “Clinical Practices” in the License Category. (This will help you avoid being re-charged the fingerprinting fee.)
- The start date for your clinical practice registration is either listed in the email you received from TSPC with your clearance or is the date the email was sent to you from TSPC.
- The end date for your clinical practice registration is 3-years from the date it was issued (or from the start date).
- If you have held any other TSPC-issued license(s) such as a Restricted Teaching License, Restricted Substitute Teaching License, or any type of emergency license, enter those here.

Work History:
- Only add paid employment that required you to hold a TSPC-issued license, including if you worked on a Restricted Teaching License, Restricted Substitute Teaching License, or any type of emergency license issued by TSPC.
- Do not enter student teaching, practica, unpaid internship, or volunteer experiences in school districts.
- Do not enter work experiences that required licenses and certificates issued by other State of Oregon agencies such as the Oregon Department of Education; only list paid employment that required you to hold a TSPC-issued license.

Education History:

Add your Lewis & Clark Preliminary Teaching License program by selecting “Post-Bac Program.”
- The MAT degree is not required in order for you to apply to TSPC for the Preliminary Teaching License.

Add all the degrees you’ve been awarded that are new since you last applied to TSPC. (If you have never applied to TSPC before, you will enter all degrees conferred.)
- Degrees could include associate’s and bachelor’s degrees as well as any advanced degrees earned.
- If you apply to TSPC after your MAT has been awarded, you can list that degree here, as well, although the MAT degree is NOT required for the Preliminary Teaching License.

Add your Lewis & Clark Preliminary Teaching License program by selecting “Post-Bac Program.”

License Type:
- Select “Preliminary Teaching” under “License, Certificate, or Registry Type.”
- Select “Add Endorsement” and the endorsement in which you have completed your Preliminary Teaching License program.
STEP 3—Subject Area Test (ORELA or NES Test or optional Multiple Measures #3)
Option 1: ORELA or NES Subject Area Test: Official Test Results
- If you took and passed a TSPC-required subject area test to meet this requirement, when you registered for your ORELA or NES test, your scores were automatically sent to TSPC. TSPC evaluators will contact you after you apply if they need additional test results.
Option 2: Multiple Measures #3 in Lieu of ORELA or NES Test: Official Transcripts
- If, with your faculty program director, you completed TSPC’s Multiple Measures #3 in lieu of submitting passing ORELA or NES subject area test results, after receiving the “congratulations, you are now eligible to apply” email from Lewis & Clark, request that official transcripts of the course work that was used in the multiple measures evaluation and not already included in the transcripts required in Step #4, below, be sent to TSPC.

STEP 4—Official Transcripts Including: Lewis & Clark Graduate School, Undergraduate, and Other Advanced Degrees
After receiving the “congratulations, you are now eligible to apply” email from Lewis & Clark, order the following official transcripts to be sent to TSPC:

Lewis & Clark Graduate School
- Request an official transcript from the Graduate Registrar’s office at Lewis & Clark to be sent to TSPC.
- Because you have completed what TSPC calls a “post-bac” licensure program, your MAT degree does not need to be awarded in order for you to apply to TSPC for the Preliminary Teaching License. HOWEVER, you MUST select “post-bac” when you apply for your Preliminary Teaching License. If you select “master’s,” your license application will be held up as you correct this mistake with TSPC staff.
- MAT Degree-Posted Transcript: It is optional to send an MAT degree-posted transcript to TSPC immediately after the degree is awarded; however, you are encouraged to send one to your employing school district to ensure proper placement on the salary scheduled. (You will be required to send an official MAT degree-posted transcript to TSPC when you apply to renew your Preliminary Teaching License.)

Undergraduate and Additional Graduate Degrees
- Request that official transcripts of all undergraduate and graduate degrees you’ve been awarded be sent to TSPC.
If you already hold a TSPC-issued license, only send official transcripts that document course work or degrees that are new since you last applied to TSPC. (You do not need to resend official transcripts that you already submitted for previous applications to TSPC.)

How long do I have to apply for my Preliminary Teaching License?
TSPC’s rules allow candidates 3-years to apply for their license, endorsement, or specialization following completion of a program. If it has been more than 3-years since completion, candidates will need to meet with a Lewis & Clark Graduate School faculty advisor to determine whether additional course work, testing, and/or field experiences are required, including admission into the current program.

Because you have completed what TSPC calls a “post-bac” licensure program, your MAT degree does not need to be awarded in order for you to apply to TSPC for the Preliminary Teaching License.
HOWEVER, you MUST follow the instructions in STEP 2, below, to ensure that you select “post-bac” when you apply for your Preliminary Teaching License. If you select “master’s,” your license application will be held up as you correct this mistake with TSPC staff.
If you accidentally selected “master’s” instead of “post-bac” in your eLicensing application, send an email to online.tspc@tspc.oregon.gov
Approximately 4 - 6 weeks.
There is a law in Oregon that allows teachers to work for up to 90-days, with school district permission, if they have an active application with TSPC and have passed their background check but haven’t yet been issued their license. If it is coming close to your report date and your license hasn’t been issued, touch base with your human resource office to see how they would like to proceed.
If you have a pending application for a restricted or substitute license but now want to switch to the Preliminary Teaching License, send an email to online.tspc@tspc.oregon.gov
You will need to send TSPC updated Lewis & Clark transcripts and a PEER form (see details in the instructions, below).
You may request a 30-day review if TSPC received your Program Completion Report (PCR) and you’ve sent TSPC your updated official transcripts within 30-days of issuing your restricted or substitute license. Send an email to online.tspc@tspc.oregon.gov
